Canyon Lake City Council sets number of commercial cannabis business permits to two

The Canyon Lake City Council approved granting the city manager the authority to issue up to two commercial cannabis business permits.

The addition of a second permit will modify the community benefit obligations of Culture Cannabis, the first commercial cannabis business in the city, and add community benefit obligations for the second permit holder (presumed to be The Syndicate). This should result in a net increase in taxes and other revenue to the city, although the full amount of such change is speculative at this time.

Since establishing the city’s Commercial Cannabis Business Regulations in 2021, the city has gone through a competitive application and evaluation process, which saw several cannabis firms vying for the opportunity to obtain the city’s first commercial cannabis business permit. The application process resulted in a ranking, with Culture Cannabis ultimately selected as the highest-scoring applicant and awarded the city’s sole commercial cannabis business permit. The next-highest scoring applicant was The Syndicate.

Culture Cannabis opened operations in the Canyon Lake Town Center in 2023. Following the city’s annual evaluation of Culture Cannabis’s operations, the city authorized the ability of the city manager to up to two commercial cannabis business permits.

The council also amended the hours of operation to authorize business from 7 a.m. to 10 p.m. and the security requirements to an armed security guard on duty while the business is open to the public.
