Police warn public of two homeless sex offenders who cut off GPS ankle monitors upon release from jail

The Riverside Police Department issued a safety alert to warn the public of two known sex offenders, Derek Ferrell and Abel Perkins, who are homeless and have outstanding warrants for violating the terms of their sex registration.

Ferrell, 50, was released from the county jail on August 8 and cut off his mandatory GPS ankle monitor, according to authorities. Ferrell is a white male, five foot nine, and weighs approximately 160 pounds. He has brown hair and one eye. Police say he usually stays in Hemet or Riverside. A warrant has been issued for his arrest.

Perkins, 57, was released from the county jail on August 7 and immediately cut off his mandatory GPS ankle monitor, according to authorities. Perkins is a black male, six foot one, and weighs approximately 175 pounds. He is bald and has brown eyes. Police say he is homeless and is usually found in the river bottom area in Riverside. A warrant has been issued for his arrest.

Last week, The Riverside Police Department issued a safety alert for sex offender Vonnie James, 56, who cut off his mandatory GPS ankle monitor four days after his release. James was released from the county jail on July 30 after serving half of his sentence for failing to register as a sex offender and parole violations. A warrant has been issued for his arrest.
