New Lake Elsinore Yacht Club set to transform Elm Grove Beach into destination for recreation

The City of Lake Elsinore is launching a new chapter on its waterfront with the introduction of the Elsinore Yacht Club, an initiative designed to transform the south end of the lake into a destination for recreation, tourism, and economic activity.

Through a newly approved agreement, the Elsinore Yacht Club will establish its home at Elm Grove Beach, one of the city’s most scenic waterfront locations.

Beginning in May, the Yacht Club will offer a variety of on-the-water experiences, including sailing, kayaking, paddleboarding, and wakeboarding, along with community-focused events aimed at making water recreation more accessible and engaging for residents and visitors alike.

“This is a game-changing investment in the future of Lake Elsinore,” Mayor Robert Magee said. “We are transforming the south end of the lake into a lively hub that will attract visitors, support local businesses, and create new experiences for our community.”

The Elsinore Yacht Club is a 501(c)3 nonprofit club led by Daniel Penning, who previously helped organize Lake Elsinore’s annual regatta in 2025 and has a passion for expanding access to sailing and water recreation.

“We’re excited to partner with the city to bring sailing and a wide range of water activities to Lake Elsinore,” said Penning.“ Our goal is to create a welcoming environment where families, youth, and first-time participants can experience the lake and build a stronger connection to the water.”

By activating Elm Grove Beach, the city aims to create a ripple effect that will boost tourism and visitation year-round, support local businesses and economic development, create family-friendly recreational opportunities, and revitalize the south shore of Lake Elsinore.

“This partnership reflects the type of strategic investment that drives long-term economic vitality,” Economic Development Director Gina Gonzalez said. “By activating Elm Grove Beach, we are creating new opportunities for tourism, small business growth, and continued investment along the lakefront.”

With its natural beauty and growing reputation as an outdoor recreation hub, Lake Elsinore is positioned for this next phase of waterfront activation. The Elsinore Yacht Club will serve as a cornerstone of that momentum, bringing new energy, visibility, and opportunity to the community.
