The Elsinore Valley Municipal Water District (EVMWD) Board and the Western Municipal Water District (Western Water) Board have approved an agreement that will provide EVMWD access to exchange water through Western Water’s partnership with the San Diego County Water Authority.
The agreement marks another step in EVMWD’s long-term strategy to diversify its water supplies and build resilience against drought and future water supply challenges.
“Planning for the future means making smart decisions today,” EVMWD Board President Andy Morris said. “As our communities continue to grow, it’s our responsibility to continue pursuing reliable water supplies that will support our customers for decades.”
Earlier this year, Western Water entered into a long-term agreement with the San Diego County Water Authority that includes 10,000 acre-feet of exchange water annually, along with an additional 30,000 acre-feet of prepaid water available for future delivery. Through EVMWD’s agreement with Western Water, the District will receive 1,000 acre-feet of exchange water in 2026, increasing to 5,000 acre-feet annually beginning in 2027. This additional supply will help EVMWD meet future water demands as the communities it serves continue to grow.
The agreement provides EVMWD another highly reliable water supply option while maximizing existing regional infrastructure and expanding the District’s water supply flexibility.

This agreement is an important step in ensuring we can continue meeting the needs of our customers today and well into the future.”
